What is the HEAR Program?

The HEAR Program provides income-based rebates for home electrification upgrades, including heat pumps, water heaters, and insulation.

Who qualifies for the HEAR Program?

Homeowners, landlords, or tenants earning up to 150% of the Area Median Income (AMI). Low-income households (<80% AMI) may qualify for 100% rebate coverage.

What equipment is eligible?

ENERGY STAR-certified heat pumps, water heaters, electric stoves, insulation, ventilation, and electrical panels/wiring upgrades.

How are contractors assigned to projects?

Projects are assigned based on location, rotation, contractor availability, and performance. Contractors may also bring their own leads.

What's required in a scope of work (SOW)?

Include make, model, ENERGY STAR ID, line items, rebate amount, subtotal, and customer total. Add 3-day cancellation notice for financing.

What photo documentation is required?

Photos of pressure/vacuum tests, airflow readings, surge protection, and equipment nameplates. Must retain geolocation data.

How are rebates paid?

Contractors receive payment within 4–6 weeks after final documentation is submitted and approved by Efficiency Arizona.

Can we use our own marketing materials?

No. Contractors must use only pre-approved materials. Co-branding with the program logo is not allowed without approval.
